Joseph Salah-Eldin was at the wheel of his Vauxhall Corsa when he came off the road in the Kings Lynn area of Norfolk last September.
He rolled his car repeatedly after hitting the kerb, instantly killing passenger David Powell and injuring two others in the car.
Norwich Crown Court heard that Salah-Eldin had been travelling at speeds of up to 101mph and had lost control after becoming distracted trying to adjust the radio.
He crashed after entering a 40mph zone at high speeds. It was this and his attention being diverted that led to his prosecution for careless driving, with no other vehicles being in the area at the time.
The novice driver, who suffered a dislocated shoulder in the accident, tested positive for alcohol, and was found to be nearly double the drink-drive limit. He had been drinking with friends at a nearby social club in the hours before the crash.
Handing down the sentence, Judge Stephen Holt told Salah-Eldin: "No words I can say will possibly help the friends and family. It's an utter tragedy that has occurred.
"It's said time and time again in these courts that young drivers who speed cause these sort of terrible events which ruin people's lives."
Chief Inspector Chris Spinks of the Norfolk and Suffolk Roads Policing Unit took the opportunity to highlight the risks of drink driving: "One young man has had his life cut short, and another faces time in prison and must live with the consequences of his actions for the rest of his life.
"Salah-Eldin had only passed his driving test a couple of months before the collision. He admitted consuming six units of alcohol before he got into the car, but did not feel drunk so drove anyway. It shows you simply cannot rely on your judgement - the only way to be sure is not to drink at all."
Norfolk Constabulary has also launched an initiative to educate young drivers on the importance of road safety.
Salah-Eldin will serve half of his sentence on licence. He was also banned from driving for five years.
